A reliable initial site assessment requires on-site surveys, not solely bibliographic data. A consultancy established in Algeria — and ideally in the project's region — is familiar with local specificities (soils, hydrology, environmental sensitivities particular to the wilaya) and can respond quickly when the administration requests additional information. For a project in western Algeria, a consultancy based in Oran has an on-site response time that a consultancy operating solely from Algiers cannot guarantee.

5. Clearly Committed Timelines

The cost of an authorisation delay far exceeds the cost of the study itself: a construction site that starts two months late has a financial impact that is rarely measured in tens of thousands of dinars. Require a precise schedule, from initial scoping to submission of the report to the competent authorities, and check the consultancy's references on projects in sectors comparable to yours.
